France: environmental tax – senate submits a proposal for adoption of tax on cigarette butts

On 11 February 2013, a group of senators officially presented a proposal which would implement a new tax on cigarette butts.

The key elements are summarized as follows:

  • The tax will be borne by the producer and importer of the cigarettes.
  • The tax rate will be €0.05 per cigarette, €0.10 per pack of cigarettes.
  • The tax will be paid annually.
