Uzbekistan: free industrial and economic zone introduced

On 18 March 2013, the President signed Decree No. УП-4518, establishing a new free industrial and economic zone (FIEZ) in the Djizzak region.

The decree introduces a special fiscal, customs and administrative regime available for residents of the Djizzak FIEZ, for a period of 30 years.

Under the regime of the Djizzak FIEZ, legal entities registered in the FIEZ are provided with exemption from corporate income tax, property tax, infrastructure development tax, unified tax payment for small companies and contributions to the Republican Road Fund.

The decree furthermore provides a relief for customs payment (with the exception of customs clearance fees) on imported equipment, raw materials and spare parts that are not produced in Uzbekistan, but imported into the Djizzak FIEZ as part of the project, which are approved by the Cabinet of Ministers.

These exemptions are granted for the period of:

  • Three years, if the investments made in the region equal US$300,000 to US$3 million
  • Five years, if the investments equal US$3 million to US$10 million
  • Seven years, if the investments equal over US$10 million
